Win8 Errors

Hi All:

Reported error running in Win8. At this time the program is written for Win10 and Win11 only. Win8 doesn't have the graphics
levels used in Ticker. My apologies for those affected, but for most computers, if they are on Win8 they are likely too slow
to run at any speed in any event.
