"Shift" and "Ctrl" uses

In versions previous to 1.6 I could use these controls to assist in placing objects(gears) on existing loooong shafts that extend beyond viewing screen.  Now, in v1.6, when attempting to 'pan' or 'resize' view to see end of shaft for object placement, the program only places or drops the object within present view without allowing resizing or panning.
